General Description

The Fire Chief is responsible for day-to-day administrative management of the organization. The Fire Chief functions as a director under the Assistant County Administrator of Public Safety. Serves as a team leader to serve the citizens and businesses of Pasco County in the most effective way possible. Major functions within the department include Combat (Fire), Rescue (Emergency Medical), Community Risk Reduction (Fire Prevention), Training, and Ambulance Billing. The organization currently consists of approximately 780 employees, a $124 million operating budget, 27 career fire stations, 3 volunteer/reservist fire stations, a training center, and a logistics warehouse. The Fire Chief shall have ultimate authority and responsibility for the management of the agency’s financial affairs.

Essential Job Functions

Formulates programs and provides resources, policies, procedures, and direction to effectively perform the functions of the department. Selects employees for the staff of the divisions. Plans, coordinates, and organizes the personnel and administrative staff of the divisions.

Establishes and maintains such records, statistics, reports, and controls as necessary to insure compliance with applicable laws, policies, ordinances, resolutions, directives, and regulations.

Evaluates and recommends to the Assistant County Administrator of Public Safety programs, policies, procedures, and methods to increase the efficiency and effectiveness of the department. Prepares reports for the County Administrator and the Board of County Commissioners. Develops and maintains management controls over the established budget for the divisions.

Responds to major emergency incidents to assume Incident Command and/or establish a senior advisory role within the command structure.

Performs related work as required.

Minimum Requirements

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Must possess a Bachelor's Degree or higher, from an accredited college or university in Public or Business Administration or a related field. A Master's degree is strongly preferred. Candidates must have eight (8) years of progressively responsible leadership experience in a full-time medium to large sized career fire/rescue system with some experience as a Chief Officer.  The position requires successfully demonstrated supervisory experience in two or more of the following areas: fire suppression, community risk reduction, emergency communications, ambulance billing services, and emergency medical service delivery. Experience managing personnel and developing and working with fire/rescue budgets required. Experience working with unions, emergency management, strategic planning, project management, and program development required. Candidate must be willing to obtain a Florida CPM certification. 

PREFERRED QUALIFICATIONSMaster's Degree from an accredited college or university, experience and certification as a Fire Service Instructor from the Florida Bureau of Fire Standards and Training, credentialing as a Chief Fire Officer from the Center for Public Safety Excellence, or completion of the Executive Fire Officer program at the National Fire Academy.

A comparable amount of directly related experience MAY be substituted at the County's discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.  Certificate of Compliance from the Florida Bureau of Fire Standards and Training is required.  Must be certified, at a minimum, as a State of Florida Fire Officer III (State of Florida Fire Officer IV is preferred). Must obtain Florida Officer IV within 30 months of being hired. A current certification by the State of Florida as an EMT or Paramedic is required. If certified by another state, Florida certifications must be obtained within one (1) year.
